Memoranda of Understanding During COVID On-Site Learning Suspensions: Issues and Considerations

Governor Pritzker, by Executive Order 18, extended school-building closures through April 30, 2020.  As schools are likely by now aware, on-site learning has been suspended through April 30, 2020, but remote learning is to begin immediately or after schools utilize 5 remote learning planning days.
 
As schools contemplate with their unions and employees the impacts of these closures, it is imperative that administrators and Boards carefully review and study agreements.  Agreements that address pay and leave are particularly precarious, and should be examined very cautiously.  Any attempt to memorialize an agreement should be carefully scrutinized before execution.
